Hëpim-le Bî (/ˈëlɪ/ /le/ [temporary] [gyroscope]) is a subtropical Large Town located in the Lîsithapíe Zone of the Union of Engineers.
The name Hëpim-le Bî is derived from the Iron Elvish language, as Hëpim-le Bî was founded by Hêlè Fyesho, who was culturaly Iron Elven.
Climate
Hëpim-le Bî has a yearly average temperature of 29°C (84°F), with its average temperature during the summer being a hot 33°C (91°F) and its average temperature during the winter being a pleasant 25°C (77°F). Hëpim-le Bî receives an average of 190 cm/y (74 in/y) of precipitation, most of which comes in the form of rain during the fall. Hëpim-le Bî covers an area of nearly 7 km2 (2 mi2), and an average elevation of 3852 m (12637 ft) above sea level.
Overview
Hëpim-le Bî was founded durring the late 16th century in winter of the year 1490, by Hêlè Fyesho. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Hêlè Fyesho.
Hëpim-le Bî was built using the conventions of Iron Elven durring the late 16th century. Naturaly, all settlmentss have their own look to them, and Hëpim-le Bî is no diffrent. The town's buildings feature timber and earth construction, with most buildigns first floors resembling mounds of earth, with subsequent floors appearing as elaborate log cabins, with each building forming a tiered pyramid of sorts fromed from the stack of rectangular, peek roofed cabins. Most wooden bracing, support, and trim is carved with decorative knotwork, and the larger structures even feature painted trim which emphasises the knotwork.
Hëpim-le Bî is buildings are arranged arrounded highly ordered system of narrow flagstone streets which form octogonal paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The town rests behind a thick wall made from clay bricks. The wall has all of the proper fortifications and is well made. Unfortuantly the nature of clay brick leaves it quite vulnerable to siege equipment, though the thickness of the wall lends it simmilar resistnace to a thinner hardrock wall. Hëpim-le Bî's millitarily questionable fortifications are in an unremarkable state. To some, this is the ideal sate for defences to be in. In need of absoutly nothing, and ready to serve the town as needed.
Your first impression of Hëpim-le Bî proves to be right on the money. This town is where the rebels chose to settle. Fashion trends are quite simply the opposite of what’s popular in the other nearby communities. THis trend extends everywhere. Things that should be black are white, what would normally be square is organically curved, and what is typically unthinkable for polite society is more than welcome in this public square. Up to the logical limits, of course. There’s no flaying someone alive to eat their skin going on, but the women are dressed a little immodestly, the men are a little more emotional, and the food is all overly complex and terrible.
Civic Infrastructure
Hëpim-le Bî has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Hëpim-le Bî. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Hëpim-le Bî's parks.
Hëpim-le Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Hëpim-le Bî.
Hëpim-le Bî has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Hëpim-le Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Hëpim-le Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Hëpim-le Bî's public wards, blessings, and other arcane systems.
Hëpim-le Bî possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Large Town. Hëpim-le Bî's grid is powered by an arcane means.
Hëpim-le Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Hëpim-le Bî's natural decorations nor waterways.
Hëpim-le Bî has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Hëpim-le Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Hëpim-le Bî has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Hëpim-le Bî is led by one or more incompetents. While they must have been very good at something to have acquired the position, they are fundamentally incapable of leading. Uncontrolled passions or lusts, commitment to a hopelessly impractical ideal, pigheaded obstinacy in the face of failure, a total lack of charisma or interpersonal skills, or profound laziness might all unfit them for their post.
Hëpim-le Bî's town hall was built using a different architectural style from the rest of the town. The style used is admittedly strange and non-linear style rooted in defiance of symmetrical shapes. It championed the creation of buildings with a unique visual appearance. the structural norms of classic buildings and deforms or moves away from elementary architectural principles. By including non-linear designs processed into its buildings and favoring fragmentation, this style expressed a form of controlled chaos. Its buildings appear out-of-the-ordinary, draw the eye in immediately and sometimes create a feeling of strangeness. These distorted shapes and structure are not reserved to the building’s outer facade, they destabilize interior elements too, favoring minimalism and play on people’s perceptions by injecting a futuristic touch.
Due to the actions of local Kami, summer is long in Hëpim-le Bî.
The Bog Strider near Hëpim-le Bî are known to be a mutant strain of the creature.
Hëpim-le Bî's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves long periods of drunkenness to channel Illusion energies of tier 2 via oratory performances.
Economy
The following information was obtained via the Imperial Census Bureau as part of the Eyom Economic Outreach Program. It differs from Standard Imperial censuses in that many of Tom's citizens, regardless of culture, work in more than one occupation or hold more than a single job.
